Human rights campaigner Nadia Murad told the European Parliament in 2016 that the fights against terrorism and racism go hand in hand. Her speech came as she was awarded the 2016 Sakharov Prize for Freedom of Thought alongside Lamiya Aji Bashar. The pair, from Iraq’s Yazidi community, were soldinto sexual slavery by the Islamic State terror group in 2014. Murad managed to escape and went on to advocate for victims of sexual violence and human trafficking. Road transport is a major contributor to climate change, and CO2 emissions from heavy-duty vehicles have grown by 25 % since 1990, accounting for over a quarter of road transport CO2 emissions. There are around 7 million trucks operating in the EU-28. Annual registrations of new trucks in the EU increased by 45 % from 2010 to 2016, to around 380 000. Around 70 % of EU freight is transported by road. The road freight and passenger transport sector consists of over 600 000 mostly small and medium-sized enterprises (SMEs) and employs almost 3 million people. The EU truck market is dominated by six manufacturers that together hold an 88 % market share. Around 3.5 million people are employed in truck manufacturing, repair, sales, leasing and insurance. The heavy-duty vehicle sector is characterised by many different vehicle categories, technologies, sizes and weights, as heavy-duty vehicles are typically customised for specific clients and uses. This range of different vehicle combinations makes it difficult to estimate important parameters such as fuel consumption and CO2 emissions in a reliable and cost-effective manner. Heavy-duty vehicles are responsible for 27 % of road transport CO2 emissions and almost 5 % of EU greenhouse gas emissions (2016 data). Since 1990, heavy-duty vehicle emissions have increased by 25 % – mainly as a result of an increase in road freight traffic – and, in the absence of new policies, they are projected to further increase. EU transport is heavily dependent on oil (accounting for nearly 94 % of the energy consumed by transport in 2015, of which 89 % is imported). On 14 February 2023, the European Commission adopted a legislative proposal (COM(2023) 88 final) to revise Regulation (EU) 2019/1242 setting CO2 emission standards for new heavy-duty vehicles in the EU. The proposed revision would expand the scope of the Regulation to include urban buses, coaches, trailers and other types of lorries. The average CO2 emissions of heavy-duty vehicles, compared to 2019 levels, would have to fall by 45 % from 2030, by 65 % from 2035, and by 90 % from 2040 onwards. The proposal sets CO2 requirements for new trailers and targets 100 % of newly registered urban buses to be zero-emissions vehicles from 2030. Logistics is the art of moving supplies and people to where they need to be. Without logistics, armies wouldn’t have fuel for trucks, parts to repair them, or soldiers to drive them. It’s a military fundamental, and that’s why NATO forces regularly practise this crucial discipline with their Allies and partners. Recently, the US Marine Corps teamed up with the Finnish Navy to practise this crucial discipline – but with a twist. The icy, island-studded waters of the Finnish archipelago are uniquely challenging to supply lines. Working with the Finnish troops, the US Marines learned how to move supplies using helicopters, transport aircraft and small, stealthy boats, as well as the burly transport trucks they brought from the United States in cold weather conditions. The US Marines deployed to Finland for three months last fall – the longest stint the US military’s amphibious branch has spent in Finland to date. It signals a deepening relationship with Finland, a long-time NATO partner that applied for membership of the Alliance in 2022, together with Sweden. Paratroopers from Italy, Germany and the US drop side-by-side in the foothills of the Dolomite Mountains in northern Italy. US paratroopers deployed in Italy recently conducted training jumps with their Allied German and Italian counterparts. About 800 paratroopers from the US Army’s 173rd Airborne Brigade, the Italian Army’s 4th Alpini Paratroopers Regiment and the German Army’s 26th Airborne Regiment performed several jumps over a drop zone in northern Italy. These airborne operations saw paratroopers exiting the US Air Force C-130 Hercules aircraft. Following jump operations, Allied soldiers exchanged jump wings and airborne badges belonging to their country, a cherished tradition among paratroopers. Airborne operations are a demanding discipline, requiring constant training to verify skill and safety. If you find yourself stranded in the winter wilderness, how do you survive? This is an eventuality the UK troops that make up part of NATO’s multinational battlegroup in Estonia – with the United Kingdom as framework nation – train for on the Cold Weather Operator’s Course, which takes place every year in Estonia. This NATO battlegroup also includes contributions from other NATO Allies, including Denmark, France and Iceland. As part of the course, the soldiers must spend two nights in the Estonian forest learning how to build camps, make fires and find food and water. The course helps the soldiers adjust to different climates and terrains and makes sure they’re ready to operate in cold winter conditions. The European Union invests considerable resources to protect those working on the frontline to pressure governments worldwide into respecting their human rights obligations. To this end, the EU adopted its guidelines for human rights defenders in 2004, and revised them in 2008 to establish a framework and tools for protecting human rights activists in countries outside the EU. In 2023, they are up for review again, as part of the EU Action Plan for Human Rights and Democracy. Over the past centuries, humanity has used an increasing share of the known elements to foster technological innovation, in particular metals. Today, a wide range of key technologies across all industries, from chips to batteries, medical imaging to tanks, rely on the unique physical properties of some specific critical raw materials (CRMs). Demand for CRMs is projected to skyrocket in the coming years. The EU's ambition to become a climate-neutral economy by 2050, and its ability to sustain the green and digital transitions and achieve strategic autonomy, all rely heavily on reliable, secure and resilient access to CRMs. CRM supply chains are global, complex, and fragile, which makes them vulnerable to a wide range of risks, including those linked to geopolitical tensions. The supply of CRMs is often more concentrated than that of fossil fuels. Furthermore, the EU's reliance on imports of CRMs is extremely high, sometimes reaching 100 % (e.g. for rare earth elements – REEs). Possible measures that could help the EU tackle these challenges include diversifying CRM primary sourcing; promoting a fully circular approach to CRM use; and implementing contingency planning, mitigating and emergency measures, including stockpiling. The European Parliament has promoted an integrated approach throughout the CRM value chain under a European strategy for CRMs, to increase the EU's supply. It has recently emphasised that a new European Sovereignty Fund should increase European investment in the raw materials sector. After an opening statement by European Parliament Deputy Secretary-General Markus Winkler, three academics will discuss several key landmarks in the history of EU democratic reform and constitutionalism: the 1953 European Political Community Treaty, the 1984 Draft Treaty on European Union, and the 2002-3 Constitutional Convention.
