This webinar, hosted by the Foreign Policy Centre in partnership with Freedom House and the University of Exeter, highlights recent trends on Transnational Repression in the age of Globalization. Drawing from the Freedom House Special Report, Perspectives on “Everyday” Transnational Repression in an Age of Globalization, the event will examine how authoritarian states exercise influence and maintain control over their populations abroad, from exceptional measures such as assassination to everyday modes of surveillance and harassment. The discussion aims to shed light on tactics and strategies of authoritarian states, ranging from digital tools of repression to 'coercion-by-proxy,' (pressure on exiles’ family members, associates, or acquaintances who remain in the origin country) and how these repression strategies impact on the ability of exiles and diasporas to engage in activism. The event will further reveal the latest analysis of the Central Asian Political Exiles Database project. The webinar will focus on five areas: 1) the general trends of everyday transnational repression and how they relate to the more exceptional measures; 2) the digital transnational repression toolkit; 3) coercion-by-proxy and pressures on relatives left at home; 4) transnational repression in universities and its impact on academic freedom; and 5) the importance of defending diaspora activism for democracy and human rights. This Foreign Policy Centre seminar, in partnership with the University of Lancaster, will look at the role played by non-state actors and particularly journalists in re-establishing a shared historical record in post-conflict societies, with a particular focus on Kosovo. This seminar will examine the vital role journalists and other non-state actors can play in challenging official narratives, providing a more accurate account of recent history and disseminating that information to a wider audience. It will also examine the role the media can play in exacerbating historical grievance and reinforcing narratives that divide communities or obscure the past. The seminar will look at these dynamics on the ground in Kosovo. Taking into account the historic role the UK has played in the country and how it might assist in the future, given both the withdrawal from EU support mechanisms after Brexit and the UK government’s renewed focus on the wider region following its 2018 Western Balkans Summit Commitments. It will build on the findings of the recent University of Lancaster and British Academy project Transitional Justice and ‘Transitional Journalism’: Understanding the Role of Journalists as Non-State Actors in the Delivery of Historical Justice – Case Study on Kosovo. The speed, scope and outcome of the political upheaval following the October 2020 Parliamentary elections may have shocked the watching world, but the flaws and fragility in Kyrgyzstan political system had been clear for some time. This event and new publication will seek to provide an overview of some of the structural challenges facing Kyrgyzstan including governance, corruption, the COVID response, human rights, civil society, media-freedom, rule of law, nationalism, women’s and minority rights. They will attempt both to explain recent events and place them in a long-term context. This webinar, held on International Anti-Corruption Day, will explore what can be done by the US, UK and other governments to push back against kleptocracy as well examine the ongoing challenges for journalists working to expose corruption facilitated through Western financial and legal systems. Background Successive global journalistic investigations, including the recent Pandora Papers, have increasingly uncovered the extent of global ‘kleptocracy’. Political and business elites from countries with limited democratic freedoms such as Russia, Azerbaijan, Saudi Arabia and Angola, to name a few, have been repeatedly shown to be re-appropriating the wealth of their nations for personal and political gain. Western financial and legal systems are far from passively servicing this corruption. Aside from utilising anonymous shell companies to launder dirty money and parking it in luxury property, kleptocrats are also seeking to control their image and garner influence in the West. Law firms and PR companies enable this reputation laundering, including through initiating legal threats against those seeking to investigate apparent wrongdoing or share concerns regarding dirty money being used for political or charitable donations. While media freedom in a kleptocrats’ home countries is often highly restricted, with corruption often motivating and enabling violations against independent voices, these legal threats (often referred to Strategic Lawsuits against Public Participation – SLAPPs) can be seen as a ‘legitimate’ way to suppress information in countries like the UK and US. Such legal action can however have a significant impact, draining a media outlet of its financial resources, and create a wider chilling effect on media freedom. The proliferation of kleptocratic practices, and their influence, are raising concerns that Western democracies are effectively being eroding ‘from within’. The US response under President Biden has been to classify corruption as ‘a core national security interest’. ‘Historic’ legislation has already been passed through US Congress, taking aim at ending anonymous business practices and proposals have been made for an Enablers Act, which would require greater checks by lawyers, PR firms, accountants and others as to the source of their client’s money. By contrast, concerns raised about illicit finance flowing through the UK, including in the Russia Report released by the Intelligence and Security Committee in July 2020, have resulted in little action from the UK Government. Legislative initiatives proposed to create greater transparency and reduce the risk of money laundering – namely to create a register of overseas entities and their beneficial owners – have not progressed since 2018. At the same time, the UK has been identified the leading international source of legal threats against journalists working to uncover financial crime and corruption. When the coronavirus outbreak hit Europe in early 2020, Italy and Spain were the first countries facing a serious health crisis. Images of overcrowded hospitals and lockdowns in Lombardy, Catalonia and Madrid symbolised the initial stages of the pandemic outside China and would soon be followed by similar scenes in various parts of the world, including the UK. This Aston Centre for Europe and Foreign Policy Centre webinar will explore the question: what lessons can we learn from responses to Covid-19 in the two largest nations of Southern Europe? Identifying what has worked and what has not in their territorial approach to crisis management, with the aim to contribute to current policy debates in the UK. Among the two countries’ key characteristics, one is particularly striking: they both rely on a regionalised system of governance, which significantly affects the way healthcare is managed and delivered. The difficulties experienced by Italy and Spain in the first phases of the crisis seem to provide evidence against decentralisation, particularly in its more ‘uncoordinated’ form. Generally, the pandemic has reopened discussions focusing on the distribution of authority between national and sub-national governments. Similarly, in the UK there is no clear consensus on how state functions should be allocated across different territorial levels. Tensions between devolved administrations and Westminster – but also between ‘combined authorities’ and central government in England – highlight the importance of centre-periphery relations in dealing with social and economic shocks. Additionally, the two Mediterranean countries offer lessons on the political implications of socio-economic crises and austerity. In both contexts, different forms of populism have emerged and strengthened over the last decade, partly as a result of the Great Recession. Madrid and Rome have also been among the most vocal supporters of a recovery fund aimed at helping the whole EU bloc cope with the devastating economic implications of the pandemic. This raises important questions on how pressures coming from more vulnerable member states will affect European integration and the future relationship between the EU and the UK. The event and publication seek to examine the UK’s approach to supporting open societies and show its importance in a changing world where authoritarian powers are gaining influence. Barely into the start of 2021 and events around the world have brought the question of global corruption and the fight against it sharply into focus. Noticeable is the increasing divergence between governing authorities in the US and UK’s approach towards tackling anti-corruption and money laundering. The new Biden administration has clearly identified corruption as ‘a core national security interest’ and recent ‘historic’ legislation passed through US Congress takes aim at ending anonymous business practices. Meanwhile concerns raised about illicit finance flowing through the UK, including in last summer’s Russia Report released by the Intelligence and Security Committee have resulted in little action from the UK Government, which is still playing catch up with the US in terms of sanctions regimes. Less well addressed in both jurisdictions has been the wider societal impact of dirty money and reputation laundering schemes, including through the marketisation of universities raising questions regarding the potential impact on academic freedom. Understanding the Romanian Diaspora in 2020 Multiculturalism and diaspora relations have long been important issues but in the context of Brexit and a raging world pandemic there are growing concerns that issues facing some newly emerging economic Diasporas in the UK may be falling off the political radar. This is now particularly true in the case of the Romanian diaspora in the UK. This Foreign Policy Centre event will ask and try to answer a number of important questions: What is the impact of Romanian diaspora communities in the UK? How can diaspora initiatives strategically mediate bilateral relations between two countries? What is the relevance of applied diaspora research to policy and decision-making? This event will launch a new FPC report, part of a pioneering research initiative – Understanding the Romanian Diaspora. This report is the first of its kind: mapping the Romanian diaspora in the UK, particularly how diaspora associations contribute to, interact with and sometimes challenge both host and home country institutions, whilst also measuring the impact of diaspora initiatives overall. This analysis aims to improve public understanding about the issues faced by the Romanian diaspora, while providing ideas to help inform and inspire policy and decision-making for what has become a strategic constituency for both Romania and the UK. It also aims to encourage a more effective and sustained cooperation between Romanian diaspora organisations, strategically maximising their impact and relevance, while promoting best practice to all institutions and organisations. The new report builds on the findings of previous FPC briefings: Understanding the Romanian Diaspora, Understanding the Romanian Diaspora: A Strategically Important Network and Understanding the Romanian Diaspora: Diaspora mobilisation during COVID-19.

This virtual seminar hosted by the Foreign Policy Centre in partnership with the SEPAD (Sectarianism, Proxies & De-sectarianisation) project at the Richardson Institute for Peace at the University of Lancaster will examine the future of the Middle East in 2020 and beyond. The role of the US in the region is increasingly contested and Washington’s key allies – Saudi Arabia and other GCC states – have felt increasingly pressure from Iran. Russia has been expanding its influence across the Middle East sometimes working with and sometimes contesting Turkish regional aspirations. This Foreign Policy Centre and Justice For Journalists Foundation (JFJ) event will examine the way in which journalists and other media workers in the post-Soviet region have been targeted by the authorities and others such as organised crime and nationalist groups. It will build on the findings of a recent JFJ report that showed 4,611 attacks on media workers were registered in 12 countries in the post-Soviet region (except the Baltic States) in 2020, two and a half times more than the findings for 2019, and these trends have continued in 2021. The COVID-19 pandemic ushered in new laws and regulations ostensibly to target misinformation but which have been used against those criticising the government, while there have been new crackdowns on protest activities and on local groups working with international partners. JFJ have documented an increasing number of ‘hybrid attacks’ which combine physical assaults, harassment (both online and in person) and judicial or economic pressure.
