In order to have meaningful access to justice and ensure a fair criminal procedure, it is crucial that people who have been arrested and/or are facing detention understand their rights. EU law requires Member States to provide anyone who has been arrested with a written document that explains their rights in a simple way. However, in practice, these are usually lengthy and complex documents. People in vulnerable situations often don't read or cannot understand these documents and as a result, they might not know their rights or how to exercise them. This webinar focussed on how frontline refugee responders can identify (risk of) statelessness during the asylum procedure, tools for responding to, recording and referring cases of statelessness, and offer an introduction to what needs to change at the policy and operational level. The failure to identify statelessness within the context of forced migration can put people at risk and cause serious human rights violations. People may have experienced persecution or have been unable to avail themselves of state protection because of their statelessness, meaning identifying statelessness is critical to determining international protection needs. Failure to identify statelessness can also negatively impact proper determination of the refugee claim, as well as lead to difficulties for stateless persons to access family reunification and naturalization, and where their international protection claim is not accepted, could result in them being trapped in limbo and subject to arbitrary and protracted detention with no prospect of removal as no state recognizes them as a national. These risks must be addressed through improved guidance on identifying the risk of statelessness and clear referral systems between asylum and statelessness determination procedures.

The Hydrological and meteorological processes shape the natural environment and have a profound impact on how well people live. Floods, droughts, and extreme weather disrupt social and economic development and must be dealt with within the framework of a changing climate. The World Bank’s development agenda is intimately linked, therefore, to hydrological and meteorological monitoring and forecasting to anticipate threats and opportunities posed by the environment. Application of this knowledge can ameliorate risks by protecting the vulnerable and reducing exposure. This knowledge depends on the ability to accurately predict the impact of hydrological, weather and climate events, which in turn requires observations of the entire Earth system from space, land, and sea. It is a highly collaborative venture involving the best efforts of all nations to monitor the environment and share internationally a core, standardised set of observations to support the forecasting system. Albeit highly beneficial, installing and maintaining surface-based hydrological and meteorological observational networks is a costly undertaking for many low- and middle-income countries and one that is often underfunded and neglected. Data gaps grow and the quality of critical forecasts declines or is never achieved and the adverse impact on national development is palpable. The World Bank has invested over US$1.5 billion in hydrological and meteorological modernization projects over the last two decades. While social and economic benefits are realised, there is growing evidence that the observing systems component of these investments is a weak link that often fails prematurely. New guidance on how to build and sustain this critical infrastructure is needed. Over the last two decades, two neighboring continents, Africa and Europe have formed an integral strategic energy partnership through the Africa-EU Energy Partnership (AEEP) 🤝 📌 Launched by African and European Heads of State and Government during the AU-EU Summit in Lisbon in 2007, the AEEP was one of eight #strategicpartnerships under the Joint Africa-EU Strategy (JAES). The AEEP is a #politicalplatform, and it has been the driving force in AU-EU cooperation and continues to facilitate the achievement of universal access to #affordable, #sustainable and #modern energy services in #Africa ⚡ Recent geo-political developments, such as the Russian aggression on #Ukraine, and continued efforts to limit global #temperaturerise to 1.5 degrees Celsius, have again highlighted the centrality of sustainable energy access in Africa and Europe in line with the global Agenda 2030 and Africa’s agenda 2063.   ♦ The AEEP Secretariat maps and monitors progress towards the above-mentioned goals. The second annual report on ‘European Financial Flows on SDG7 to Africa’ was launched during the Spanish International Renewable Energy Conference (SPIREC) in Madrid in February 2023.  📢 The findings show that, in 2020, #TeamEurope allocated EUR 1.93 billion to SDG7-projects in Africa, remaining one of the main drivers for realising access to modern energy in Africa. Equally, in 2020, 47 African countries and five multilaterals and finance institutions directed an estimated EUR 15.6 billion of public spending to the energy sector, reaching the highest annual commitment across the seven-year study period. 💡 The report indicates there is a realistic pathway towards closing the investment gap on UN’s Sustainable Development Goal 7 provided several conditions are met by key stakeholders. ivers of Hope is a short documentary film about the 2022 Averted Disaster Award Winner, the Bangladesh Red Crescent Society (BDRCS). Directed by award winning filmmaker Doel Trivedy, Rivers of Hope highlights the work of the BDRCS telling the stories of three families who have been impacted by the Super Cyclone Amphan and the successive extreme events in Bangladesh May-July 2020. BDRCS provided forecast-based financing, to vulnerable communities in Bangladesh when disaster strikes. Following the daily activities of these three families, resource distribution and finally actions the families take themselves to move out of danger, we can learn how to mitigate the adverse impacts resulting from the climate crisis.

In this episode of The WeatherPod, hosts Alan Thorpe and David Rogers invite Dr. Carlo Buentempo into the studio. Carlo is the Director of the Copernicus Climate Change Service (C3S). Following a PhD in Physics at the university of L'Aquila in Italy, Carlo joined the UK Met Office Hadley Center where he led the climate adaptation and services teams before taking his current role at ECMWF. Carlo has authored many peer review papers in the field of weather and climate and is a contributing author of the sixth assessment report of the IPCC. Carlo’s professional interests include climate projections, monthly to decadal forecasting, climate impacts, regional climate modeling, global climate change, and science communication. Prior to joining ECMWF, he was manager of the climate services team at the Met Office’s Hadley Centre in the UK. Copernicus is the European Union’s (EU’s) earth Observation program, which is implemented in partnership with the European Space Agency (ESA), the European Organization for the Exploitation of Meteorological Satellites (EUMETSAT), the European Center for Medium-Range Weather Forecasts (ECMWF), EU Agencies and Mercator Océan. Vast amounts of global data from satellites and ground-based, airborne, and seaborne measurement systems provide information to help service providers, public authorities, and other international organizations improve European citizens' quality of life and beyond. The information services provided are free and openly accessible to users. One of these services is the Copernicus Climate Change Service (C3S), which supports society by providing authoritative information about the past, present and future climate in Europe and the rest of the World. The C3S mission is to support adaptation and mitigation policies of the EU by providing consistent and authoritative information about climate change. It offers free and open access to climate data and tools based on the best available science. The service is implemented on behalf of the EU by ECMWF.

If Ukraine falls, the consequences will haunt the world for generations. Russia’s invasion of Ukraine one year ago upended the global economic and political system, and the scale of human rights violations and devastation cannot continue with impunity. It is becoming increasingly clear that Putin won't accept peace, which is why after a year of resistance Ukraine needs more—not less—support. Open Society has supported democracy in Ukraine since its independence after the collapse of the Soviet Union. Throughout the past year, Open Society has supported Ukraine’s civil society as they have delivered medicine, sheltered displaced families, and documented war crimes even as the bombs kept falling. These people are the future of Ukrainian democracy, and we cannot back down now. Oleksandra Matviichuk leads Ukraine’s Centre for Civil Liberties (CCL)—the first Ukrainian organization to be awarded a Nobel Peace Prize, for its work in defense of human rights. Since Russia began its aggression against Ukraine in 2014, CCL has been focused on documenting war crimes and other abuses perpetrated by its forces. Matviichuk works with a network of civilian investigators who have recorded tens of thousands of often horrific individual cases of suffering—work being done by ordinary people who have taken on extraordinary challenges for the sake of accountability, justice, and the future of their country.
