The SME Assembly first started exploring changes in the ways of working in a systematic way in 2020, when we asked how the pandemic and the technological advancement it accelerated had impacted the workforce’s perceptions of work and working environments and the values that we attach to work. Since then, we have looked at the evolution of the working space, increased working flexibility, diversity, mental health, and the structures that are needed to support and encourage them. This year we will focus on the impact of digitalisation on the workplace and the issues that SMEs need to consider as they navigate the current uncertainty and prepare for the future. For example, the upskilling of the workforce and upgrading of digital tools have not kept pace with the rapid technological advancement we are seeing. This puts considerable pressure on SMEs and often results in the emergence of skills gaps. In the session we valuated best practices and initiatives through which SME leaders can seek to upskill their workforce, thus equipping them with relevant digital competencies. And ask to what extent new technologies, such as AI, are being utilised by SMEs, and how they are upskilling their workforces to use these new digital tools? Finally, we also looked at the impact of AI on the jobs of tomorrow, on the employer/employee relationship, and discuss what measures need to be put in place to ensure the purpose and mental well-being.

For the past three years, one thing has been constant – uncertainty and change. International shocks such as the Covid-19 pandemic, disrupted supply chains, the rising cost of energy & living and now the war on Ukraine have combined to not only growing operating costs, but a future of financial and operational uncertainty for SMEs. One thing is clear – SMEs need to be agile, adaptable, imaginative, build resilience, and evolve in response to these changes. SMEs remain the backbone of many economies –including those in eastern Europe and the Caucasus. Reform of the economy will necessarily depend on how SMEs themselves change and embrace reform. And, as SMEs change their business models, their needs and demands for financing will change. This will require the SME Finance space itself to adapt. What will the needs of the average SME look like in the next 3-5 years? What lessons learned from crises past can we apply to this? What can institutions like the EBRD do to ensure continued support and resilience building in crisis and beyond? The session will focus on innovative financial instruments and resilient cooperation frameworks that together help to create new opportunities for investors and entrepreneurs against a background of turmoil and uncertainty. The main outcome of this panel discussion was to deliver a broad scope of necessary action to be held with regard to SMEs’ resilience, green finance, and sustainability. It was especially important to identify those SME ecosystems that require more financial resources to strengthen their resilience in weathering the uncertain times ahead.

Digital skills have never been so critical to the development of entrepreneurial competencies. Yet statistically, women and girls are still not strongly represented in STEM career paths and evidence suggests that women consider they lack the technical skills and knowledge to become an entrepreneur. As such, this session seeks to spotlight efforts to strengthen women’s technical skills, and thus in turn which is promoting female entrepreneurship. To begin, the ESTEAM Fests was presented to illustrate how the programme is boosting women and girls’ digital & entrepreneurial competencies via a series of events being rolled out across the EU. Next, the latest activities of the European Women’s Association (EWA) will be presented, before an overview of the tools and offerings of the Women Entrepreneurship Platform (WEP), and finally a presentation from EISMEA of the results of the EU Prize for Women Innovators. The session then evolved into smaller breakout sessions, in which the participants will be invited to discuss the initiatives and how they may best be introduced in their own organisations, and the lessons learned as to how women’s technical skills can be strengthened.

A transparent and effective legal environment is key for the SME community in Europe. Efforts have been done to reduce the administrative and regulatory burden on SMEs and entrepreneurs however the number of legislations and complexity of the regulatory framework remains a major obstacle to their development in the EU. SMEs are critically affected by legislation and typically have limited means in anticipating regulatory impact; the smaller a firm’s size and revenue, the larger the intensity of regulatory compliance and red tape costs on that firm. Regulatory burden also adversely impacts business performance, productivity, profitability, and employment growth. The conditions for regulatory compliance are especially important for SMEs and they are shaped to a big extent during the regulatory impact assessment process carried out by the European Commission. The quality of EU legislation depends on the Commission services following the Better Regulation guidelines, in particular the SME Test, and respecting the “think small first” principle. The appropriate application of the SME Test should guarantee a better level-playing field for smaller companies and lead to greater compliance, engagement and trust. BusinessEurope, Eurochambres and SMEunited have decided to work jointly to produce the SME Test Benchmark 2022, a tool that examines the implementation of the SME Test during the impact assessments of 26 legislative proposals under the current Commission and assesses its implications for SMEs. The tool will be officially launched during the 2022 SME Assembly and represents an opportunity to analyse the progress on how SME interests are being considered by the European Commission and how the challenge of reducing the regulatory burden on SMEs is being met. This joint Masterclass will identify how far, and in what way, SME Tests are being undertaken to prepare EU regulatory initiatives. It will also provide insights to understand how the regulatory landscape weighs on SMEs and provide recommendations for possible improvements.

A country with the highest inflation in the EU, Estonia, the baltic tiger, laboratorium for innovation as a digital state is under pressure. What is the cost of the highest inflation rate in the EU being next door to Russia? Is it an alarming signal for the EU? Estonia has been a centre for the common European single market and a driver for business-ideas, especially for start-ups and digitalisation. The country where Skype was created, the start-ups such as Bolt, TransferWise etc. have followed… But now, the picture could change due to common challenges: According to inflation statistics, 2022 has been a painful year for financial markets following a worldwide increase in inflation. In countries where the food and beverage industries constitute a large part of the economy, the rising prices caused by inflation have influenced daily life and forced low-income consumers to reduce spending on other goods, thereby slowing economic growth. In Estonia it is a major concern for SMEs to continue their activities and threatens their survival. A new action plan for SMEs is needed. Questions which we want to tackle in our debate: How the energy costs have been influencing the producers and labour market? How do the Estonians feel it and what is their plan to survive the coming winter and coming years? Do solutions for SMEs lie in digital developments, personalised approach and finding opportunities for cooperation? In light of Russia’s invasion of Ukraine and other ongoing geopolitical crises, intra- and extra-EU supply chains are facing unprecedented pressures and shortages. Against this backdrop, this session first explored the impacts of these pressures and identified areas/sectors which have been most affected. The topic of sanctions, and the impacts of them on SMEs, was also addressed. The session then sought to identify areas for policy support and potential future solutions to safeguard supply chain security, in particular in the fields of energy supply and health systems, identifying how networks established through the cluster and Enterprise Europe Network community, for example, can provide a path towards supply chain stability. This session was run in collaboration with representatives from the European Clusters Collaboration Platform (ECCP).

The purpose of this session was to assess the SME community’s recovery from the effects of the COVID-19 pandemic, Russia’s invasion of Ukraine, rising energy costs and labour shortages; its’ transition towards a greener and more digital economy; and how to continue to support the enterprise ecosystem in that process. It also discussed whether radical economic or public policy reform is required in order to meet our shared goals. We did this with the help of our ‘sustainable enterprise’ panel of experts who, for the past two years, have given a brilliant analysis of the responses needed to be made by government (through policy) and business (how they work) to keep businesses alive and to create a sustainable enterprise ecosystem. We asked our panel to assess progress since last year looking, in particular, at how the polycrisis has affected SMEs’ investment in and action towards green growth and digitalisation. We heard from two young entrepreneurs about how they have been impacted by the policies designed to favour recovery and transition and what they would like to see in the forthcoming SME Relief Package.
