This webinar will discuss the proposal authored by MEP and Renew Europe Vice-President Michal Šimečka for a new Interinstitutional Agreement on Reinforcing Union Values. The European Parliament is due to discuss and vote this proposal in the coming weeks.
The rule of law crisis in the EU shows no sign of slowing. In some cases, such as Poland and Hungary, it has even been precipitated by emergency measures to tackle the COVID pandemic. EU action to fight rule of law backsliding is therefore more important than ever and the EU’s current tools appear to have fallen short of their promise to bring about lasting change. The proposed new EU mechanism, which builds on the European Parliament’s 2016 proposal led by MEP Sophia in 't Veld and the Commission’s 2020 Rule of Law Report, aims to consolidate and supersede existing instruments and would take the form of a new Annual Monitoring Cycle on Union values, “to enable systematic, objective, evidence-based and legally binding monitoring of Article 2 TEU”.
Michal Šimečka will kick off this webinar with a presentation of his proposal (which can be consulted here) after which Professors Bárd, Pech and Scheppele will offer their views on the potential benefits or shortcomings of the proposed mechanism in light of the persistent and worsening rule of law crisis in the EU.
